Jimdo:Â perfect but not offline. It’s easy to use, highly customizable, has lots of features, looks great.

Verdict: Although it’s not an offline tool but an online one, the best free drag n drop website builder would have to be Jimdo. If we had to choose the best offline drag n drop website builder it would have to be either WebSite X5 Evolution, Artisteer, or Quick n Easy Web Builder even though they’re all slightly limited and dated. It’s a tie. However, those 3 are not free, so the best free offline drag n drop website builder would have to be Seahorse who’s also slightly limited and dated. We would recommend going for Jimdo.
